FYI my strategy for this PR is to first implement a warm phase saturation adjustment (which willl involve a minimal interface), and then dive into this PR and a more comprehensive implementation for moment schemes. |

Goal here is to build out a simple interface that helps to define how one can play with external microphysics packages.
